KEI Maps was recently hired by the Preservation League of New York State to analyze the impact of New York State Neighborhood Reinvestment Act of 2003 and an alternative proposal Article 7 Bill, Section H. Under the act homeowners of Qualifying Historic Homes (QHHs) could take advantage of tax credits by rehabilitating their historic homes.

KEI Maps reported on how many potential Qualifying Historic Homes there are in New York State as defined by the proposed Act that is currently under consideration in the New York State Assembly. In addition, the report assessed how many qualifying historic homes there are under the alternative proposal, Article 7 Bill, Section H. KEI Maps also evaluated various criteria that define a Targeted Area and their separate impact on limiting the number of potential historic homes.

Of particular interest to the Preservation League was the analysis of where these homes are located with respect to urban and rural areas in New York State and where these homes are located with respect to New York State Assembly, Senate, and U.S. Congressional districts. As one can imagine this is valuable information that no one else has because it resulted from original research conducted by KEI Maps.

As the impact of the legislation on neighborhood revitalization begins to take effect, it will be important to monitor any changes taking place. KEI Maps created a benchmark of demographic and housing data to begin such a monitoring program.
